i know that when eu citizens come to the uk they can aquire a NI number is there a likewise system in place . I would i also like to know how a UK person can attain citizenship in european countries ? Is it easy ? What requirements would you need to achieve this ? Once when i was in Belgium i bumped into an English couple and asked them how they came to be living there they said it was very easy to live and work is this true?

As a UK citizen you may live anywhere in Europe without prior authorization. Once you have decided where you want to go ? You just go. So yes what that couple told you is true.
