A long-stay visa itself does not authorize to work in Belgium except if it is endorsed with code B24 (working holiday). You need a work permit (Arbeidskaart / Permis de Travail) which must be applied for by your prospective employer and a type D visa indorsed with the codes B12 to B17 to initially entry Belgium in order to apply for a residence permit (Verblijfstitel / Titre de Sejour) after having been registered at the local community you plan to live in.
