Unlike the USA, EU countries don't have a visa lottery. Unless you are moving for family reunification, or have a specific job offer for a skilled position and you have the requisite qualifications, you cannot move to Europe.

If you have no claim to citizenship of an EU member state then you need to apply for a visa to live & work in the one of the countries you're interested in Look at the websites for the Embassies of Germany, Belgium & The Netherlands, they will have information on applying for visas German Embassy http://www.germany.info/Vertretung/usa/en/04__Legal/02__Directory__Services/01__Visa/__Visa.html Belgian Embassy http://www.diplobel.us/TravelingBelgium/Visas/Employees.asp Embassy of The Netherlands http://dc.the-netherlands.org/Services/Consular_services/Visa Go to your local library or nearest big bookstore, in the travel section there should be books about living & working in those countries, they should go through the legal ins & outs of living there and offer advice on finding work If you google you'll also find forums for Americans living in various European countries offering advice on how to move to them
